Define hoop stress

In my 2D symmetric problem we wrap reinforcement fiber with high pre-tention about a cylindrical former. So we know the hoop stress on the reinforcement fiber layer, now we need to estimate the stress and deformation of the cylindrical former. I however could not find anyway to define the hoop stress for the fiber layer. Any help is appreciated !
