Creation of partition on cylindrical surface

Hi,
I have created a hollow cylinder (OD: 64mm and thickness: 5 mm) and now I want to create a elliptical shaped partition on the outside cylindrical surface only of dimensions (major dia: 5mm and minor dia: 2mm). I am stuck at the creation of the partition. Waiting for the help.
