Creep strain vs plastic strain

I had a calculation result using creep and elastic matrial properties. There is no plasticity in my material, so there is no plastic strain. But the Regulator agent is requesting to report the plastric strain. Do I have to report the creep strain as the plastic strain? Can I say that creep strain is sort of plastic strain?
