A problem occurred when building mesh: An empty cavity was generated

Hello, I am trying to simulate a design using a laminar flow multiphase, moving mesh. I am receiving an erroe regarding th mesh. Error: " A problem occured when building mesh feature 'Reference 1/Freee Quad 1' in Mesh1'. Failed to generate mesh for domain1. An empty cavity was generated.
I tried to use even finner mesh but unfortunately I couldn't solve the issue. I attached the file, I would be thankful if anyone can help me to solve that issue.
