Rotate a circle in 2D

Hi, I would like to ask for help, I need to model a fluid structure interaction in comsol, in which I have a fan in water, and would like to know how to model the fan rotation, without using moment I need to use RPM. The used physics are laminar flow, and multibody dynamics! The picture describing my work is attached to this question.

You can also take a look at the built-in functionality in the Mixer Module, an add-on to COMSOL Multiphysics with the CFD Module: https://www.comsol.com/mixer-module.
