weak form of surface tension (2D axis sym)

hello I'm working on tracking polymer behavior around free surface,
and i hava simple(?) question about weak form of tangential gradient operator.

n.T=sigma(del_t.n)n

sigma: surface tension coeff.
del_t: tangential gradient operator
n: normal direction of free surface

to formulate surface tension boundary constraint,
how can i treat the term "del_t.n"?
