2D Wing Model - Time Dependent / K-Epsilon Turbulent Model / Rotating Trail Flap

I am currently trying model a time dependent simulation with a 2D wing cross-section in a K-Epsilon turbulent flow. However, I am trying to implement a trailing edge flap that I can deflect between +10 and -10 degrees at a rate of 1 deg/sec. How do you go about rotating a component about a specified point with respect to time?
Any help will be greatly appreciated!
