Associate a variable to a finite element.

Hi
I am solving topology optimization problems. I am designing and optimizing field winding distribution in a electrical machine. My main problem is that I need to assign a variable to each finite element in the model and I am unable to do it. Is it possible? or am I wrong?
The goal is to obtain a variable that is a 0 or a 1 on each element of the mesh.
