How to determine the ratio of statistical weights in cross section files in plasma simulation?

Dear all:

In the plasma simulation, the ratio of statistical weights in cross section file (*_xsecs.txt file) for the excitation process has to be offered. For example, in the O2_secs.txt of the "boltzmann_oxygen" example:

EXCITATION
e+O2=>e+O2
0.1900 3 0
1. 1.

The 2nd data in the 3rd line is the ratio of statistical weights. How to determine the value if I want to make another gas's cross section file?
