Combine differance mesh type

Hi,
I am researching in mems scanner, my model consists with two poly-silicon plates in an air block. In mesh creating process, if I uses purely "Free Tetrahedral" mesh, my model will has too many elements. So, I tried to create two poly-silicon plates with "sweep". However I cannot create the remaining air block mesh.
Could anybody could answer me to complete it?
