tetrahedral meshing

Hi people

I understand that tetrahedral meshing means to be a 3D meshing, yet I am using v4.0 which seems to be allowing only boundary meshing when I chose tetrahedral meshing? I mean, under 'free tetrahedral', if I choose 'distribution', it only allows me to choose 'edges', is that normal? and also, when I choose 'all edges', it always gave me error in meshing.

anyone knows how to do a proper 3D and full volumetric meshing using v4.0?
