modeling structural contact and shear with identity pairs

I'm trying to make an assembly of 2 different objects with a flat touching pair of sides. I want to drive one of them mechanically with a boundary load in a frequency study to see how the other responds. I've tried setting the touching faces to Contact Pair and to Identity Pair, but either way, the load on the first object doesn't affect the second one. What's wrong?
