information regarding boundary condition

Hello everyone,
I want to apply an velocity and a shear stress boundary condition on the liquid-vapour interface in the single phase flow (SPF). As when the shear stress boundary condition is applied it overrides the velocity boundary condition and vice-varsa. So is there any way we can apply both boundary conditions simultanuously?
If some have any idea regarding the same please respond. I will be greatful.
