Two phase flow the initial interface does not move if inlet velocity is very small

When I build a basic model using two phase flow module, consisting a straight micro channel (10 um aperture, 100 um length). Water is used to displace air in the channel. When I set the inlet as a velocity smaller than 0.1*step1(t[1/s]) m/s, the initial interface does not move along the channel. Any value larger than that can drive the interface towards the outlet. Does anybody can tell me why? Thanks.
