Connecting the output of a heating element with surface temperature

Dear All,
Momentarily I'm working on a wall set up with an active wall heating system.
Now is the goal that the inside surface temperature of stays stable.
It can be seen as a heating element in the wall which output in Watt, is regulated by a sensor on the wall surface.
How can I model this in the program and is that even possible?
Besides, the Output of the heating system will vary, due to changing condition, therefore if it is possible is there a way to determine the output of the heating element in the wall in time?
