Can General Form PDE mode solve this PDE?

Three coupled PDEs, the dependent variables are u1, u2, and u3, respectively. I want to solve them by the General Form PDE mode, however the second PDE is very complex, I'm not sure whether it can be solved by General Form PDE or not. The second PDE please see the attachment, as you see, although it can be written into the General Form PDE, there is u1, space and time derivative of u1 in the conservative flux vector ?.
