unit settings

I am trying to simulate the EM waves propagations through a nano-scale metal material. I was hoping to get a reflection index less than 10 percent when the incident angle is 45 degrees. I rechecked all the boundary setting, and it looks fine but when I looked at the constant, for the electric permittivity of silver (EAg), the unit is becoming inconsistent.

Could you tell me what went wrong?
