Bioheat and Phase change

Hi, I'm trying to run a thermal simulation (the temperature is decreased in a controlled fashion) where I'm using the bioheat equation and phase change equation. The perfusion rate in the bioheat equation becomes zero once the phase change occurs but based on the solution, the bioheat equation doesn't have any effect on the temperature in the geometry.

I ran 2 other simulations where I only performed phase change and used the bio heat equation respectively and I get very different results for each. I expected the combination of the 2 models in the fashion as I have explained to result in a solution that is inbetween the phase change simulation and the bioheat simulation. Why is it not working as such?
